National Logistics Policy Marks 4th Anniversary: DPIIT Launches ULIP 2.0 API Gateway & MoPSW Notifies "Sagar Ankalan" LPPI Standards

Marking the fourth anniversary of the landmark National Logistics Policy (NLP) in late September 2026, the Department for Promotion of Industry and Internal Trade (DPIIT) alongside the Ministry of Ports, Shipping and Waterways (MoPSW) released a transformative suite of regulatory and digital infrastructure upgrades. Headlining the policy announcements is the national rollout of the Unified Logistics Interface Platform (ULIP) 2.0 architecture, which deepens digital data interchange by integrating 44 logistics systems across 11 central ministries, processing over 160 crore cumulative transactions. Simultaneously, MoPSW officially notified the binding operational guidelines for "Sagar Ankalan"—the Logistics Port Performance Index (LPPI)—establishing a standardized, performance-linked governance framework designed to benchmark and elevate the operational efficiency of all Indian major and non-major maritime gateways.

Sagar Ankalan (LPPI) & Performance-Linked Port Governance

The Sagar Ankalan framework introduces an empirical scoring mechanism evaluating port efficiency across core operational parameters: vessel turnaround time, pre-berthing detention, crane moves per hour, idle berth time, and landside evacuation efficiency. By integrating digital tracking feeds from the Port Community System (PCS 1x) and National Single Window System, the LPPI eliminates self-reported data discrepancies and creates transparent quarterly operational scorecards. Crucially, the new gazette notification ties terminal concessionaire performance bonuses and lease agreements to verifiable LPPI benchmarks, incentivizing private terminal operators to deploy advanced ship-to-shore gantry automation, eliminate truck dwell at port gates, and achieve sub-24-hour container vessel turnarounds across gateway ports such as JNPT, Deendayal (Kandla), and Chennai.

ULIP 2.0 & Frictionless Exim Digital Architecture

Complementing maritime port benchmarking, ULIP 2.0 introduces next-generation bi-directional API endpoints engineered to bridge public statutory platforms with private enterprise logistics software. For the first time, inland container depots (ICDs), container freight stations (CFS), cold-chain networks, and private 3PL freight forwarders can directly ingest real-time customs status feeds from ICEGATE, FASTag toll tracking, and Indian Railways freight operating systems (FOIS) into their internal transport management systems (TMS). Furthermore, ULIP 2.0 automates the verification workflow for duty drawbacks and electronic export certificates, shaving days off trade compliance cycles. As Indian logistics costs trend decisively toward global benchmarks of 8% of GDP, the synchronized deployment of Sagar Ankalan and ULIP 2.0 establishes a robust foundation for India’s export competitiveness in the global economy.
